Rejection, of sorts

I got a response from the press where I sent my poetry chapbook and it was rejected, but not really, I think.

"The manuscript shows promise. With some reworking, it will be publishable. Please consider submitting again."

Now what does that mean?

What is "reworking?" Rearrange the order of the works? Edit the poems more?

And the part about submitting again-- the same manuscript, but reworked (whatever that means-ha!)? Or something different?

The manuscript is all of my early works,I haven't written a new poem in forever, and I just want it published so I can be done with that part of my early writing career.

What I've decided is to send the manuscript elsewhere, but definitely send the press another chapbook-- once I've reworked, I mean, have written some new poems--ha!
